On 31 October Artsakh Republic President Bako Sahakyan received chairman of the Statistical Committee of the Republic of Armenia Stephan Mnatsakanyan.
On October 31 Artsakh Republic President Bako Sahakyan signed a decree according to which major-general Albert Khachiyan from November 1st is released from the position of first deputy to the head of the Artsakh Republic National Security Service as well as separated from the service in the National Security Organs for retiring on a pension after long term service.
