May 3, according to the NA Rules of Procedure and the Constitution of the Republic of Artsakh, as well as on the initiative of the President of the Republic, an extraordinary meeting of the Republic of Artsakh National Assembly was held. In accordance with the law, the initiator introduced one issue in the agenda - the draft law “On Amendments to the Law of the Artsakh Republic “On the State Budget of the Artsakh Republic for 2019”.
According to the President of the National Assembly, in accordance with Part 5 of Article 37 of the Artsakh Republic Law “NA Rules of Procedure”, the President of the Republic also submitted a draft resolution of the National Assembly on a special procedure for discussing the issue, taking into account the fact that the bill included in the agenda of an extraordinary meeting was discussed in two readings.
After the approval of the draft resolution of the National Assembly on a special procedure for discussing the issue, the Parliament discussed the draft law of the Republic of Artsakh “On Amendments to the Law of the Republic of Artsakh “On the State Budget of the Republic of Artsakh for 2019 ””, the adoption of which is due to The Code on Subsoil of the Republic of Artsakh and amendments to the Law of the Republic of Artsakh “On Environmental Payments and Payments for the Use of the Environment”, adopted in 2019 on 27 March.
The bill proposes an increase in revenue "Tax revenues" and "State fees", provided for by the state budget in 2019 by 3 billion drams, as well as an increase in the volume of capital investments provided for by the state budget in 2019.
After receiving the endorsement of the Head Committee on Budget, Financial and Economic Management, an exchange of views took place, during which Hayk Khanumyan, Arthur Tovmasyan, Alyosha Gabrielyan, Hovik Jivanyan and Eduard Aghabekyan made their speeches.
Touching upon the MPs' questions and concerns in the speeches, The State Minister of the Republic of Artsakh, Grigory Martirosyan noted in the final speech that the special procedure for the discussion of the issue is conditioned by the terms and conditions of implementation of the projects in the field of capital construction. Responding to the proposals of the MPs to direct the money to strategic infrastructures, the State Minister informed that the funds will be allocated for the construction of the Karvachar-Sotk highway and the villages connected with the highway, as well as the implementation of the anti-hail station.
Passing the vote the parliament with 25 and 4 abstentions passed the first reading the “Law of the Republic of Artsakh "On Making Amendments to the Republic of Artsakh Law on the State Budget of the Republic of Artsakh for 2019".
According to the Special Procedure, if the draft is adopted in the first reading before the second reading, it shall envisage at least three hours to submit written recommendations and the lead committee's conclusion. The NA President announced that the discussions in the second reading will be continued at 17:30.
