The interior minister of Azerbaijan has recently changed. A few days ago, Prime Minister Novruz Mammadov was ousted and was replaced by Ali Asadov, the assistant to the President on Economic Affairs. Suspicions of obstructing reform thus fall on the two ministers of force - Defense and Emergency Situations. The first of them is a relative of the Aliyev family, the son-in-law of Heydar Aliyev's sister, and has been considered one of the most loyal people in the ruling family since Heydar Aliyev was almost exiled in Nakhichevan. In exchange for that faithful service, Kamaledin Heydarov, who was a regular employee of the city fire service in Nakhichevan, was appointed Minister of Emergency Situations nearly a quarter of a century ago.
The Azerbaijani exile press estimates Heydarov's ability to be several billion dollars. He is one of the most corrupt figures in Aliyev's government. It is not ruled out that Heydarov is really opposed to the Aliyev program of reforms and some liberalization of the economy, trying to preserve his own business structures. Defense Minister Zakir Hasanov is also corrupt. The Azeri opposition has criticized him for importing scrap metal from Russia under the name of modern weapons for billions of dollars. These deals, of course, cannot be realized without the supreme authority and the knowledge of Ilham Aliyev himself, but politics has its unwritten rules, and sometimes colleagues often find themselves in different camps when their fundamental interests conflict.
A long time ago, there were publications in the Azerbaijani expulsion media, with the general focus being on Defense Minister Hasanov trying to gain public support by propaganda for the settlement of the Nagorno-Karabakh conflict and to serve it to his political ambitions. This is why some explain Aliyev's decision to appoint Hasanov's longtime rival, Azerbaijani national hero Rovshan Akperov as commander of the Baku garrison. The point is that by appointing the commander of the Baku garrison as a military man devoted to the ruling family, Ilham Aliyev has actually insured himself against the danger of a state coup. This, though very close to reality, in our opinion, nevertheless is an assumption. And the accusation made by some of the members of the government at Ilham Aliyev during the working meeting is already a reality.
What steps will Aliyev take to provide his team of economic reformers with more free-living conditions? Will there be noisy resignations? It seems to us that Aliyev will not take such drastic steps. There are serious internal political divisions in Azerbaijan. The traditional opposition is trying to reunite its forces and prepare for next year's parliamentary elections. There is a real danger that those removed from power may join the opposition and become its financial and propaganda pillar. Realizing this threat, it seems that Ilham Aliyev will not go to the massacre, will be satisfied with the exhortations, will use non-public leverage of influence to convince the public that he has a consolidated political team that shares the same values.
What will be the result of these steps? Anyhow, the Azerbaijani society is aware that there are wings competing with each other within the government. The opposition is well aware of the situation. The crisis is obvious, and the possibilities for resolving it are limited. And the parliamentary election, as they say, is already "breathing at Aliyev’s back". The most logical situation in this case is the wave of public protest. The opposition is preparing for a rally, which will probably come to some conclusions about Azerbaijan's domestic political developments.

What does it mean to be at your discretion? Orban's recent deal with corrupt Azerbaijani authorities is not accidental. Let us recall the extradition of Ramil Safarov to Baku in late August, 2012, an Azerbaijani criminal who axed Armenian officer Gurgen Margaryan. Around the same time, $ 7 million was transferred from Baku to the account opened by a relative of an Azeri politician at a Hungarian MKB bank. The latter was linked to an offshore company in close contact with the Azerbaijani government. The transfer of this sum has made Baku-Budapest relations even closer. Information sources later in 2014, informed about the visit of Ilham Aliyev to Budapest during which he signed a strategic cooperation agreement with Prime Minister Orban. Afterwards, the meetings of the leaders of the two countries continued in a warm atmosphere.
According to public sources, the company (Metastar Invest LLP), which transferred $ 7 million from Azerbaijan to a Hungarian bank, also paid illegal money to PACE MP Luca Volonte. The investigation into this Italian lawmaker has served as a basis for revealing a corruption scandal, informing the international community about the bribery of some dishonest European lawmakers by the Aliyev administration. Another less important revelation was made: L. Volonte was not only a friend of Azerbaijan, but also of Hungarian Prime Minister Orban, whose regime’s periodic criticism in the PACE drew Italian MPs' backlash.
The revelation of the Azerbaijan-Hungary-Italy corruption scheme in an internationally prestigious institution gave rise to a great deal of outrage, completely exposing the criminal interaction between the tyrants of Azerbaijan and Hungary.
The Hungarian political leadership sold Safarov for the mentioned sum, who, after arriving in Baku, was proclaimed a national hero and acquitted of the punishment imposed by the Hungarian court for axing the sleeping Armenian officer.
We can state that the Hungarian Prime Minister is expanding his trade from one state to another. Orban, who is excited about the prospect of cooperation with Turkish-speaking countries, certainly has more expectations from this deal, otherwise he would not be generous with promises to bring the European Union closer to the Turkish Council. And he would not particularly say that he is at the discretion of Azerbaijan, Turkey and other member states. This should be viewed as a challenge to the EU, as Hungary's Prime Minister Orban is as tyrannical as the President of Azerbaijan, and only dirty deals can be expected from them. If Orban seeks to obtain portfolios from the EU that allow Hungary to become involved in the European Neighborhood Policy and advance the interests of the Turkish-Azerbaijani tandem, the institution must resist this threat in time.
The extradition of Ramil Safarov, who had axed an Armenian officer in Budapest under NATO's Partnership for Peace program, also showed the real face of the two dictators: The Hungarian court sentenced Safarov to life imprisonment. What happened was, first of all, a major blow to Hungarian justice, for which the protection of human rights had to be paramount. Europe must beware of the Aliyev-Orban-Erdogan partnership in order to maintain a democratic system of values and the image of European institutions.
Let us return to the Turkish Council Summit, and in particular the ideas expressed by Ilham Aliyev and Recep Tayyip Erdogan. The President of Azerbaijan, as always, presented the Azerbaijani-Artsakh conflict in the context of "occupation policy", this time with a new emphasis. Armenia strives to deepen its relations with Muslim countries but is destroying mosques that are considered sacred to the Muslim world. Armenia cannot be a friend of Muslim countries. In his turn, the Turkish president, has stated that standing up for the "national struggle" is the fraternal responsibility of Turkish-speaking states. We believe that the Kazakhs, Kyrgyz and Uzbeks, and perhaps even the Turkmen who are going to join the Turkish Council, have a problem in finding out how much the idea of a "national struggle" proclaimed by the Turkish leader sponsoring Islamist terrorists in the Middle East is in terms of the development of their countries.
As for the statement of the President of Azerbaijan, let us state that it was a rather unsuccessful attempt to impose upon the Muslim world against Armenia. The truth is that the Armenian people, historically at the crossroads of different civilizations, have respected other peoples' faiths and up to now have maintained good traditions of coexistence. And perhaps Aliyev is angry at the rebuilding of the Iranian mosque in Shushi, which is set to become an important center for Islamic culture research in the region, which Baku has attempted to present internationally as an Azerbaijani monument. To the disappointment of the President of Azerbaijan, let's state that we find exclusively Iranian cultural monuments in Artsakh, which are under the state care.

Speaking about the proclamation of the Artsakh Republic and the referendum on independence, we always display political, historical, legal and moral arguments. At the same time we emphasize that on all the aforementioned grounds Azerbaijan cannot have any pretensions to Artsakh. This independence was proclaimed in an area with which Azerbaijan has no legal or historical connection. 
The Armenian sides have been voicing this on various platforms, forming an opinion with the international community that the declaration of an independent republic was based on the will of the people, so it is illogical to respond to the political will of the people by force. It is no coincidence that in the periodic statements made by the mediators it is this very thought that there is no military solution to the problem or that there is no alternative to a peaceful settlement. The conclusion is as simple as that: the solution to the problem must also come from the will of the people of Artsakh.
International law is for Artsakh

Deputy Foreign Minister of Armenia Shavarsh Kocharyan touched upon the realization of our right to self-determination at the Artsakh Friends Forum. He began his speech with rhetorical questions: why has the negotiation process, which has been going on for so long with such high mediation, not reached its logical end? The co-chairing states - Russia, the United States and France - are permanent members of the UN Security Council. The second question is why the right of the Artsakh people to self-determination has turned into a bloody conflict. The only real result is the Agreement of May 12, 1994 on Military Action and the Ceasefire.
Previously, there have been direct contacts between Azerbaijan and Artsakh. The deputy foreign minister reminded that the former president of Azerbaijan Heydar Aliyev with his signature authorized the deputy speaker of the Majlis to meet the representative of the NKR parliament and to prepare the meeting of the heads of two states. What is important in this document? It was clearly written “NKR” in the document and in the end was the signature of the President of Azerbaijan. Therefore, it should be noted that Azerbaijan has at least accepted the NKR as a party to the conflict, besides, it has negotiated with the Karabakh party at different levels. The result was the signing of the agreement and the ceasefire.
Today, Azerbaijan avoids direct negotiations with Artsakh, pretending that there is no such entity, which means that it does not want to see any progress in the negotiations. First of all, we must record this reality. RA Deputy Foreign Minister's next emphasis was on increasing Artsakh's subjectivity in the negotiation process. No one is authorized to speak on behalf of the people of Artsakh, no one can speak on issues that are exclusively in the domain of Artsakh. It is about the status and territorial integrity of Artsakh. In relation to the status, he cited an important argument: "Even the authorities of Artsakh are constrained by a referendum with the will of the people of Artsakh."
Azerbaijan is, in fact, imitating the negotiations, aiming to mislead the international community that this is not a struggle for recognition of the right to self-determination, but merely a territorial dispute between Armenia and Azerbaijan. Baku was not ready for concessions, so we faced a bloody conflict. He only recognizes power, and his purpose is to resolve the conflict by force. According to Sh. Kocharyan, the response to the Artsakh Armenians' Right to Self-Determination were the barbaric acts carried out in Baku, Sumgait and other Azerbaijani cities. Later, the world became aware of an Armenian officer who was killed with an ax by an Azerbaijani hand while sleeping. The logical continuation of this was the April military aggression, during which atrocities were characteristic of the extremist Islamist terrorist groups.
Today official Baku speaks only about territorial integrity, ignoring the right of the people of Artsakh to self-determination. However, international law does not allow territorial integrity to conflict with the right to self-determination. Deputy Foreign Minister cites Kosovo's example: Serbia has appealed to the international court over whether Kosovo could unilaterally declare its independence. The verdict of the International Court was unequivocal: Yes, because for self-determination people should not ask anyone for permission. He also recalled the 8th principle of the Helsinki Final Act, in which the right to self-determination is quite clear. the people always, at their own discretion, have the right to self-determination.
The international law is entirely for the people of Artsakh, so promoting the sovereignty of the Republic of Artsakh should be the number one duty of Artsakh's friends.

Artsakh also supports conscience and justice

After welcoming the participants on behalf of the Russian friends of the Armenian people, Russian State Duma member Konstantin Zatulin spoke about the people's struggle for independence. He pointed out that people, peoples and states, in the pursuit of their goals and for the sake of their development, have to overcome great obstacles. Having been in Artsakh many times, as well as in the conflict zones of the post-Soviet space and in the European region, he has been of the opinion that Artsakh has achieved great achievements in peaceful life. And everyone who visits Artsakh, first of all, is impressed by this, knowing that this nation has suffered many casualties, has gone through suffering.
When the ancestors of Artsakh erected Gandzasar and Dadivank, Amaras and other magnificent monuments, which are monuments of Armenian and world culture, no one demanded to recognize this people living on their own land and capable of great deeds.
Before presenting his personal opinion on the Artsakh issue, Zatulin stressed that it would be dishonest to say that everyone in Russia, including officials, shares it. However, he was convinced that everyone was looking forward to the hope that common sense and goodwill would eventually lead to peace and recognition.
Artsakh will not lose its achievements, its statehood and the right to self-determination. Speaking about Russia's official position, Zatulin said that his country, as a mediator involved in the peaceful settlement of the conflict, has relations with both Armenia and Azerbaijan. Relations with Armenia, however, are qualitatively deeper, as both are in the Eurasian Economic Union. More importantly, Russia and Armenia are members of the Collective Security Treaty Organization. Although Azerbaijan is involved in the processes taking place within the CIS (Commonwealth of Independent States),
Referring to the April 2016 war, Zatulin emphasized that it could not be included in the plans of the world's kind people, including Russia. Russia did everything in its power to put an end to this outbreak as quickly as possible. Now, the Russian side considers the peaceful settlement of the conflict a priority. The decisions that must be made as a result of the negotiations, he thinks, are obvious. The settlement must be based on the common sense of the parties to the conflict.
Zatulin then referred to the recognition of the independence of Abkhazia and South Ossetia by the Russian Federation, as well as the inclusion of the Crimean Republic into Russia. According to him, there is a rather complicated dialogue with Ukraine. Events in the eastern part of the country leave no room for indifference.
The State Duma deputy assured that Russia, as a state, will not allow an unfair solution to the Artsakh problem. Whatever are the authorities in Russia, whoever is the President or Prime Minister in Russia, nothing will change. The Russian people base everything on conscience and justice. They are also for the people of Artsakh.

 On September 20, the Declaration of Friendship was signed between the Izer State of France and the Hadrout region of the Artsakh Republic. The solemn ceremony took place in the town hall of Izer County in Grenoble. The Declaration was signed by Izer County Council President Jean-Pierre Barbier and Head of Hadrut District Administration Kamo Petrosyan. The event was attended by Hovhannes Gevorgyan, Permanent Representative of the Republic of Azerbaijan to France, Gayane Manukyan, RA Deputy Consul in the region, state administration staff, representatives of the Armenian community and journalists.


Details of the visit to France in an interview with KAMO PETROSYAN.


- Mr. Petrosyan, this is the fourteenth among the Declarations of Friendship signed between the administrative districts of France and Artsakh. How did the idea come to life?

- My working visit to France was organized with the support of the Ministry of Foreign Affairs of the Artsakh Republic. I received the invitation by Armenian veterans of the French Army. I was in Izer on September 18-25, and my first meeting was at the Grenoble Armenian Community Culture House. I must say that this center of culture has its unique role in preserving the Armenian identity and preserving our national and cultural values. The meeting, which was attended by representatives of several Armenian parties, was held in a warm atmosphere, during which our compatriots in France became interested in the life of Artsakh. particularly the situation on the contact line between the armed forces of Artsakh and Azerbaijan. Those in attendance also wanted to know the details of the military aggression carried out by Azerbaijan in April 2016 and the Artsakh Defense Army's counterattacks.

- They probably knew in Izer, that You served in the Army of Defense and had the rank of colonel. The talk with the veterans of the French army logically should have been about the issues of war and the protection of the people.

- The Armenian veterans of the French army were first and foremost interested in military operations. I noticed that talking to a senior officer of the Artsakh Defense Army was very enjoyable for them. They have accomplished their tasks at different times in different countries and have been highly respected in France. During the talk I presented the situation in the soviet autonomous region of Nagorno-Karabakh during the Soviet times, talked about the struggle of our people and the war that was wrapped around our neck.

Veterans were concerned about Azerbaijani provocations at the line of contact and frequent ceasefire violations, the accumulation of weapons in the adversary state and the acquisition of large-scale offensive weapons. I informed them that our army had such weapons and ammunition that it could strike the enemy at any moment. Questions have also been raised about the technical equipment of the front line, the food of the soldiers, in short, all the things that may be of interest to a war veteran. When I presented the capabilities of our army, they were thrilled. Everyone had the same desire to visit our republic, first of all Hadrut and see everything with their own eyes. I invited everyone. In my opinion, there will be visits of politicians in the near future, with whom the discussion of issues of mutual interest would only promote the development of cooperation and strengthening of relationships.

- How do You feel about the signing ceremony of the Declaration of Friendship? We would ask you to publicize the document.

- The solemn ceremony of signing the Declaration took place on September 20, at the Izer County Council Hall in Grenoble. The ceremony was preceded by a meeting with provincial council chairman Jean-Pierre Barbiye and his deputy Patrick Curoy. I gave them the flag of our Republic, as well as souvenirs and stamps from Artsakh. Mr Barbiye told in his office how the Azerbaijanis had threatened to sue that he had no right to sign such a document with an unrecognized country. He responded with irony: You will sue, and we will answer you in court.

The hall was crowded at the time of the signing of the Declaration, members of the provincial council were also present. The State Council President's speech followed my speech. The ceremony was really solemn, the atmosphere was warm and friendly. The contents of the declaration are as follows: “We declare our will to establish friendly relations based on mutual respect, sharing universal values, including peace, freedom, human rights, democracy and religious freedom. This Declaration is intended to promote the strengthening of friendship and solidarity between peoples. "

- What were the accents in the speeches of the French side, what was more important?

- Jean-Pierre Barbiye emphasized the work of the Armenian parties and their great contribution to the development of the state. He said that some Armenian politicians hold senior positions in the province. After the signing of the Declaration of Friendship, he congratulated all Armenians, expressing confidence that by their daily work they would bring the Armenian-French relations to a higher level. His wish was for Artsakh to establish close relations with all the French territorial units, to become more recognizable in Europe and throughout the world.

- As a rule, practical steps are followed by signing the document. France is one of the European countries with its developed agriculture, Izer with a population of 1 million 200 thousand and corresponding economic opportunities. Have you, as a district leader, outlined the fields and directions in the cooperation?

- There was a preliminary talk about it. Mr. Barbiye and his deputy gladly accepted our invitation to visit Hadrut. We exchanged views on further cooperation, and decided to get acquainted with our agricultural activities during the planned visit next year. There will be suggestions from them, and here we will agree on our future plans. I personally believe that strengthening relations with the French side will promote the development of separate branches of agriculture in Artsakh. We can train specialists there, use their experience in our agriculture. I would first mention viticulture and winemaking, why not, we also need to exchange experience in the field of animal husbandry. In general, we can take an example from our friends in all areas.

 - It is obvious that our neighboring state has declared war on the Artsakh-France friendship, and by putting its oil dollars into action, it is doing its best to cancel the friendship declarations. In your speech you also mentioned the threats addressed to the Chairman of the State Council.

- The French side treats the Azerbaijani hysteria with contempt. They believe that the establishment of friendly relations with Artsakh and their further expansion in the future is a process that Azerbaijan cannot impede. Together with the Ministry of Foreign Affairs of Artsakh, we will take all necessary steps to consistently strengthen the friendly relations between our two countries and peoples.

We can definitely say that Azerbaijan's attempts to politically isolate Artsakh have failed. Whatever they do, they will not get what they want. I was convinced of that in Izer.

As a party to the Declaration of Friendship, I am simply declaring from here that no matter how much Azerbaijan tries to impede Artsakh's relations with the outside world, the opposite will be the result. The Artsakh-France friendship will only deepen. I am convinced that our friendly France and other states of the world will recognize the Republic of Artsakh as an independent and sovereign state.

 At the 74th session of the United Nations General Assembly, the Turkish-Azerbaijani tandem was prepared in its own way: first of all, an attempt of subversive penetration on the contact line of the Artsakh-Azerbaijani conflict troops, and then the use of this international platform to accuse the Armenian side of "occupation of territories". The impression is that representatives of Turkey and Azerbaijan have memorized the same text in order to communicate with the international community; and the meeting between the Foreign Ministers of Armenia and Azerbaijan and the peaceful settlement of the conflict are of paramount importance for the fraternal states. Creating an atmosphere of trust to promote a peaceful process requires respect for previously agreed arrangements. The leaders of Armenia and Artsakh regularly remind of this, giving priority to continued efforts to reduce tensions on the line of contact, which should be implemented through the introduction and strengthening of appropriate mechanisms. At the meeting of the Foreign Ministers of Armenia and Azerbaijan with the participation of the Co-Chairs of the Minsk Group and the Personal Representative of the OSCE Chairman-in-Office Andjey Kaspshik on September 23 in New York Zohrab Mnatsakanyan, presenting the principled approaches of the Armenian side, highlighted the importance of ensuring proportionality of the commitments undertaken by the parties in the settlement process. 

Let us note that on the eve of the Mnatsakanyan-Mammadyarov meeting the Azerbaijani side attempted another subversive penetration. And once again they were thrown back to their starting positions. It happened on September 22 in the direction of one of the fighting positions located in the south-eastern part of the line of contact of the Artsakh-Azerbaijani conflict troops. We were informed by the Defense Army message that the enemy left one corpse in the neutral zone as a result of the competent actions of the deploying personnel, and the Artsakh Defense Army had no losses. To prevent attempts by the Azerbaijani propaganda machine to mislead the international community, Artsakh also reported that some episodes of subversive penetration attempts were recorded by the Artsakh Defense Army’s video cameras. This is not the first time Azerbaijan has exhibited such behavior. as a rule, it takes this type of actions on the line of contact during all meetings co-chaired by the mediators. This behavior of official Baku is a disregard for the process of peaceful settlement of the conflict, a reaffirmation of a destructive policy.
The logical continuation of the Azerbaijani sabotage was Elmar Mammadyarov's statement on Karabakh at a meeting of the Contact Group within the Organization of Islamic Cooperation in New York. According to Mammadyarov, Armenia has no desire to settle the conflict. He spoke about four UN Security Council resolutions, saying that Armenian troops should be withdrawn from "occupied territories".
Turkish President Recep Tayyip Erdogan also left for New York to attend the 74th session of the UN General Assembly. The Turkish and Azeri media had informed about his meetings with representatives of Jewish organizations in the United States and the Jewish community in New York. Addressing the General Assembly, the Turkish President stated that "it is unacceptable that Nagorno-Karabakh, which is considered to be the territory of Azerbaijan, and its surrounding areas are still occupied." Erdogan has said a new word from the UN tribune that it is necessary to remove the South Caucasus from the list of problematic regions of the world.
In our opinion, the South Caucasus can be removed from the list in one case: The international community agrees that the Turkish-Azerbaijani tandem is the greatest threat to the peace and stability of the region, which can be combated through joint efforts.
No one doubts that Turkey and Azerbaijan are allies of Israel. And why Erdogan demonstratively met with representatives of Jewish organizations in the United States and the Jewish community in New York can be understood. The Government of Armenia recently announced that it intends to discuss the issue of opening an embassy in Israel. The new impetus to the Armenian-Israeli bilateral relations is aimed at more effective protection of Armenia's interests in the region, in addition to its state-of-the-art involvement in preserving the centuries-old Armenian presence and rich historical-cultural heritage. This news does not please Azerbaijan, which has a high level of military-technical cooperation with Israel and is not interested in the development of Armenian-Israeli relations at all. A media outlet serving the interests of the Azerbaijani elite had an open interview with Israeli political scientist Yuri Bocharov. The latter did not justify the Aliyev propaganda hopes, saying that while Israel is a state in the Middle East, it is politically and economically isolated from many countries in the world. And in this sense, strengthening its position in the outside world is important to its reputation. Bocharov told an Azeri journalist investigating himself that there is no need to worry so much, because Israel does not require Baku to close the Iranian embassy, the state hose intention is to destroy Israel.
Let's go back to New York's statements about "occupied territories". Considering the fact that Israel is considered an ally of Turkey and Azerbaijan, let us consider "occupation" in the context of US President Donald Trump's famous statement on the Golan Heights. The president said the area was of great importance to Israel's security and the US recognized it. Washington has realized that if the state is subjected to aggression and at the same time able to take control of areas that are important for its security, then changing the borders is legitimate. Official Stepanakert welcomed the announcement, considering that the Golan Heights precedent is very important to us in advancing our principled position in the peaceful settlement of the Azerbaijani-Artsakh conflict. Recalling the example of the Jews, however, we should note the main difference: The Golan Heights, which today are under Israeli control, have historically belonged to Syria, and the territories enshrined in the Constitution of Artsakh are only a part of our historical homeland.

-What foreign policy developments have we had around the Republic of Artsakh lately?
- If we try to assess the foreign policy developments around the Republic of Artsakh, at present we can say that the processes taking place in the region, with their possible consequences, can increase the geopolitical significance of the Artsakh Republic, and we need to be prepared for that. There is an increasingly tense situation in the region between Iran-US and Iran-Great Britain. Of course there are no reasonable grounds to say that tensions can lead to large-scale military operations because among the restraining reasons is the fact of being on the threshold of the US presidential elections. However, such levels of tension usually dictate the relaunching of objects of regional interest. Accordingly, it is enough to say that especially in the last month, the interests of the US towards Armenia have been gaining momentum, and in the case of the Republic of Artsakh, these tendencies may have a direct justification, as determined by the co-chairmanship of the OSCE Minsk Group. It is noteworthy that in recent developments American policy has had some emphasis in this regard: as a co-chair state of the OSCE Minsk Group, the functions of the co-chairmanship of the US House of Representatives have been given a legislative level. In this sense, an important suggestion should be considered the statement made by US Congressman Frank Pallone, on the need to lifting the ban for US officials on visiting Artsakh. This is greatly appreciated and can serve as a basis for the lifting of the international blockade around the Republic of Artsakh. Also, the addition of the US congresswoman Judy Chu was of great importance, in particular, withdrawal of snipers, heavy equipment and new weapons from the contact line, the expansion of the staff of the Office of the Personal Representative of the OSCE Chairman-in-Office, the implementation of firing systems at the contact line. Another amendment to the same law was authored by Congressman Brad Sherman, according to which the transfer of US military defense equipment to Azerbaijan, which can be used to attack Stepanakert's civil aviation, will be blocked.
As for the amount of disproportionate military aid to Azerbaijan and Armenia, this is a subject of extensive debate.
- You have mentioned that the geopolitical significance of the Republic of Artsakh can essentially change. And the Republic of Artsakh is on the verge of very responsible realities - the simultaneous presidential and parliamentary elections. How the political forces preparing for the electoral process and the signature petition organized to amend the Constitution can affect the international reputation of the Republic of Artsakh?
- We have an unprecedented situation: a signature petition based on a public initiative to prepare for the electoral process. The Constitution of the Republic of Artsakh provides for such public opportunity, as well as procedures at the legislative, executive, and judicial levels, and therefore any such process must be resolved within the law. I would like to point out that I have always had a negative attitude towards the formulation of expert circles or resolutions at the international level to identify the Republic of Artsakh, an internationally unrecognized state, as a ‘gray zone’. It is necessary to avoid any illegal developments in the field of law, and act within the jurisdiction of the state institutions, any other process may lead to the logic of the "gray zone", raising the issue of anarchy and a number of other undesirable phenomena, which, in addition to internal problems, can cause big problems for the international reputation of the Republic of Artsakh. In view of the current situation, it is should be noted in this regard the view expressed during the briefing followed by the Joint Sitting of the Standing Committees on State and Legal Affairs of the National Assemblies of Armenia and Artsakh, which highlighted the potential dangers of the signature petition from the constitutional point of view, the risks in the negotiation process and the consequences.
-What to expect from the realities?
- The main issues raised at the moment are to prevent tensions in civilized and legal ways, to exclude internal discharge; otherwise, they may have the most irreversible consequences. Political blackmail, the use of ultimatums, the political pressure and aggressive behavior used by one or another force are not acceptable in the way of solving these problems. As for other issues in the public and political sphere of the Republic of Artsakh, it should be said that as we are not in the phase of an active electoral campaign, it is desirable to use the period for mastering and introducing pre-election and advanced processes: the "one step forward" principle should work. On the other hand, new realities, activation of new faces, new energetic figures with national mentality are needed. In the 21st century, the realities are developing very fast, and a small percentage of the existing human resources are aware of these realities; this is a problem that exists in all areas of public life.
The game is over for old realities that do not provide professionalism, dynamics, and new objects of interest.

- As you know, when Nikol Pashinyan assumed the office of Prime Minister of the Republic of Armenia, the process of negotiations was one of the first issues that we discussed. I can qualify them as honest and principled, and I have publicly stated it many times.
Recently, the Prime Minister of the Republic of Armenia has provided us with some documents about the negotiation process. We, in our turn, have transmitted a package of documents on the negotiation process to the Prime Minister of the Republic of Armenia.
In general, in the past and now, the authorities of the Republic of Armenia were keeping the Artsakh leadership aware of the issues discussed and the latest developments before and after the negotiations with Azerbaijan.
Overall, I would like to emphasize that the best and possibly the only opportunity to prevent speculations is the restoration of the full format of negotiations with the direct participation of Artsakh.

- Prime Minister Nikol Pashinyan also stated that there are some conspirators and representatives of the Artsakh government, who encourage their assistants to create posts on Facebook stating that Pashinyan is selling lands. What can you say about this?

-I have been asked similar questions, particularly during my meeting with the members of the "My Step" faction of the National Assembly of Armenia and journalists on May 20 of this year. I said if there are conspirators, they will be punished, and if anyone knows of specific people and has evidential facts of conspiracy, they should let us know about that, and we will take appropriate actions.
One of our most important achievements is our unity, and I consider any step aimed at destroying that unity inadmissible whether in Artsakh, Armenia or the Diaspora. I consider the conspiracy to be unacceptable in general. If there are doubts, distrust in relation to this or that phenomenon, a person or an official, I think it is important to discuss them and come to terms in an atmosphere of mutual respect. We have one homeland and it is our duty to do everything to maintain its unity.

 Ahead of the UEFA Europa League Final hot passions have flared up in Baku. The leader of the REAL movement, Ilgar Mamedov, who has recently been released from prison, wrote in social networks that the authorities have decided to close one of the central streets of Baku, formerly known as Torgovaya.

According to Mamedov, during that time, only foreign fans and tourists who came to Baku to watch the Chelsea-Arsenal match will enter this street. Mamedov explained this decision of Baku's city authorities for political motives. The thing is that the day before the Chelsea-Arsenal match Azerbaijan marks the 101st anniversary of the proclamation of its independent statehood. In this connection, the Azerbaijani opposition decided to organize a festive march. To prevent this, the authorities decided to close the Torgovaya Street, yet for three days. During that time Baku residents will be deprived of the possibility of being in the central part of the city, and the opposition will not be able to achieve its goal. That is to renew the memory of people and emphasize that the founder of the Azerbaijani independent state is not Heydar Aliyev, as the official historiography states, but rather Mamed Emin Rasulzade, in the name of whom the authorities have not erected a monument so far. Moreover, several months ago, unknown villains defiled the bust of Rassulzade in the town of Novkhana, where Rassulzade was born. The police found out that the attack was made for one purpose: the bust was copper, and the criminals were interested in the value of the metal. After long discussions the authorities decided not to rebuild the bust, but to place a stone flat statue instead, hoping it would not be stolen. This attitude towards the founder of the first Azerbaijani republic has been the reason for the opposition to organize a march and draw public attention to Aliyev's distortions of history. The event, however, coincided with the Chelsea-Arsenal match, with unprecedented security measures being taken in Baku, including the closure of the city center. This is undoubtedly done for one purpose: so that the Baku residents will not be able to communicate with the foreign fans and tourists. Apparently, when making such a decision, the Azerbaijani authorities were concerned about the undesirable consequences of the contacts between their citizens and guests. The British Foreign Ministry has already warned its citizens to stay in hotels in the evenings in order to avoid robbery. The Azerbaijani side, however, officially dispersed such concerns, but it did not satisfy the British. In London, they decided to send their own security agents and police officers to Baku to ensure the safety of football players and fans. In their turn, it seems that the Azeri authorities have decided to close the Baku center to avoid the contact between the local population and the guests. Thus, the Azerbaijani side, unwillingly, admitted that it cannot guarantee normal communication of its own population with its guests, so it has chosen to keep the Baku center open only for foreigners for three days. The Aliyev regime has thus concealed Baku's true face from thousands of foreigners. It was done for one purpose: to be insured from possible excesses, robberies, assaults and intolerance. Although it is already known that Arsenal’s midfielder Henrikh Mkhitaryan is not going to Baku, there is still no guarantee that the Azeri extremists could choose Arsenal’s any player or one of the coaches as a target of attack. It would be a complete disgrace for the Aliyev regime. And here's a decision to exclude such accidents: shut down the Baku center for three days and create a so-called stereo environment where foreign guests will feel completely safe. This will undoubtedly be recorded and spread by journalists. But it's better to get such criticism than to allow a zombie crowd to attack the British players. Aliyev tried to conceal his public intolerance. It is the smallest of evil. The rest will be assessed by the British fans.

 The International authoritative media inform that the US naval forces’ aircraft carrier “Abraham Lincoln” has crossed the Suez Canal and took its direction to the waters of the Persian Gulf. It is known, that Iran has threatened to close the Strait of Hormuz, if the US continues sanctions against them.In response to American naval movements, Iran's Revolution Guard Corps representative announced that America is expected to be “hit on the head”. Earlier during the developments of the situation around Iran, the Azerbaijani side was noticeably livelier. The press even discussed the issue of Baku's assistance to the United States. Parliamentarian Gudret Hasanguliev has also expressed a viewpoint that the time has come for Azerbaijan to change its foreign policy and be guided by Euro-Atlantic security structures. Azerbaijan was deeply impressed that the United States and Israel would not take concrete military steps against Iran, but would use the so-called hybrid war policy, which would lead to separatist movements of the ethnic Turks living in the north of Iran, and Azerbaijan’s vision of reunion would become quite possible. Recent developments around Iran, which do not exclude the scenario of direct use of force by the USA, have caused panic moods within the Azerbaijani expert community. Apparently, the moment of political seriousness comes to Baku. It is not a secret, and all analysts obviously say that Azerbaijan has consistently turned into an anti-Iranian propaganda over the past decade, in which the Israeli special services are acting. This is mainly due to the close Israeli-Azerbaijani relations. Naturally, this is not a secret for the Iranian side, and Tehran shows its dissatisfaction from time to time. Today the Azerbaijani expert community seriously discusses one question: What situation can be created if the United States uses force against Iran? One of the most probable options is that Iran will immediately take military actions against Azerbaijan in order to secure its back from the north. The scenario that Iranian naval forces will cross the water border in the Caspian Sea and will approach Baku and the ground forces will attack the southern regions of Azerbaijan seems probable. The situation for Azerbaijan can turn tragically. Azerbaijani experts think it quite natural that in case of a military conflict with Iran, the possibility of further advancement of Armenian forces on the Karabakh frontline will be sharply increased. Analysts advise official Baku to note that in the case of US-Iran military confrontation, the possible targets can be Azerbaijan's oil and gas infrastructures, which are fully managed by western corporations. The press recommends that quick consultations should be launched with Turkey to find out what position official Ankara would be taking in case if the United States uses force against Iran. There is a task to reach military-political coordination of further steps with Turkey. Of course, the Iran-US military confrontation will be a tragedy for the Middle East and South Caucasus at all. But the problem in Azerbaijan is discussed in obvious panic. Apparently, the anti-Iranian policy of the past decade prompts Baku analysts to a clear conclusion that Iran will not miss the chance of revenge. It is obvious that the Azerbaijani diplomacy is facing a major dialogue with Tehran to achieve the dispelling of the suspicions of the Iranian side. On the other hand, however, it seems that the United States and Israel make serious preconditions to Baku. It aggravates the concerns of the Azerbaijani expert community. The newspapers write that Baku can make a formal statement about not providing its territory to the anti-Iranian coalition; the problem is how much it will inspire faith in the Iranian side. It is obvious that in recent years Azerbaijan has deepened cooperation with the anti-Iranian forces so that Tehran will hardly believe in Baku's diplomatic assurances. The major political question is whether Iran and the USA would collide. But there is no suspicion that the military-political panic of Iran's possible revenge would be felt in Azerbaijan for a long time. It will definitely limit Azerbaijan's regional ambitions.

                   Speaker of the National Assembly of Artsakh Ashot Ghulyan on March 15 invited reporters to a press conference to present the results of the visits of his delegation to the kingdoms of Belgium and the Netherlands. Firstly, the initiative of the Federation of Armenian Organizations in Hague was noted. They exchanged thoughts with the representatives of the 5 political forces of the Netherlands Parliament who have been invited to speak on the foreign policy of their parties. Ashot Ghulyan talked about the processes taking place in the Republic of Artsakh and then answered their questions. The NA Speaker sees a field of work with the Kingdom of the Netherlands which is one of the leading European countries. A few years ago, President of the Nagorno-Karabakh Republic Bako Sahakyan visited the Netherlands and several MPs from the Netherlands visited Artsakh, but the cooperation was not continuous. Ghulyan considers it possible to establish institutional relations with the Dutch parliament. The Dutch people were mostly interested in the process of peaceful settlement of the Azerbaijani-Karabakh conflict, the economic potential of our country. Both sides expressed readiness to exchange information.

A number of meetings were related to the conference held on March 6 in the European Parliament, initiated by Member of European Parliament Eleni Theocharous, supported by the European Armenian Federation for Justice and Democracy (EAFJD) and the Tufenkian Foundation. The Speaker of the Artsakh Republic National Assembly was invited to the conference as an honorary guest. The theme of the conference “Armenophobia: historical and present-day resurgence”, was not only topical in terms of the settlement of the Karabakh conflict, but also challenging Europe and the whole world from the point of view of demonstrating anti - xenophobia. In addition to Ghulyan, members of the delegation, Artsakh’s Human Rights Defender Artak Beglaryan, former Ombudsman Ruben Melikyan also made speeches.

The subject of the general discussion was the political persecution by Azerbaijan against blogger Alexander Lapshin.

Some Azerbaijani students also took part in the conference, who tried to disguise their participation.

The Speaker of the Artsakh Republic National Assembly Ashot Ghulyan met also with Vice President of the European Parliament Sylvie Gyom (Social Democrats of the European Parliament). A meeting was also held with members of the friendship groups with Armenia and Artsakh in the European Parliament.

 “Quite intensive preparations are being carried out for the upcoming European Parliament's elections in May. The meetings with the members of the European Parliament's Friendship Groups and their assistants allowed us to outline the ways of further cooperation. Whatever the outcome of the elections, the friendship with Artsakh will be continuous”,-informed the Speaker of the National Assembly during the press conference.

The NA Speaker highlighted the meetings with representatives of Armenian embassies and Armenian organizations in Europe. Ghulyan met with Armenian Ambassador to Belgium Tatul Margaryan in the Kingdom of Belgium and with the Armenian Ambassador to the Netherlands Tigran Balayan.

Ghulyan also participated in the annual summit of the “European Free Alliance” in Brussels.

 Serious political rearrangements are taking place in Europe, which means a new allocation of political resources, the results of which will be visible in the coming years. According to the head of the parliament, the European visit gives an opportunity to get acquainted with the ideas of national identity preservation.

The NA President then answered the journalists' questions. To our question how Ghulyan evaluated the level of institutional relationships established by the Artsakh parliament with the parliaments of some European countries and how the political transformation in Europe would influence these relations, the Speaker answered that in the case of different groups and circles of friendship, the level of those relations is different. Here he pointed out the importance of the initiatives of the mentioned groups’ or circles’ leaders. “As for the global change in Europe, it is important to consider the fact that all countries have internal problems. Each country will shape its relations by its desires and vision of the future and in this sense the work done by our parliament is extremely important. And the future of these relations will be conditioned by the changes that will take place in our country and in our friendly countries”, - said Ghulyan.
